Major Recommendations from the 9/11 Commission Report

the three major recommendations (as opposed to “findings”) most relevant to IC management and oversight, that you will make the focus of your final paper.

1.    Recommendation: Divide management of national intelligence. The CIA used to be the central driving force of national security. Allowing other agencies to step up and divide the intelligence information could allow for stronger communication and less likely to miss a threat. The current position of Central Intelligence should be replaced by a National Intelligence Director with two main areas of responsibilities. (p.411)

2.    Recommendation: The Intelligence Community is large and had a lot of moving parts that tend to manage personnel much like it manages the collection, by collecting information that is connected but is not well interconnected. Information procedures should provide incentives for sharing, to restore a better balance between security and shared knowledge (p.417).

3.    Recommendation: Lead responsibility for directing and executing paramilitary operations, whether clandestine or covert, should shift to the Department of Defense. There it should be consolidated with the capabilities for training, direction, and execution of such operations already being developed in the Special Operations Command. (p.415)
