Imagine that you are responding as the designated staff support to a specific member of the SSCI. (Which senator is your choice). The Senator, who is considering potential areas for IC reform, has asked you to draft a revision to Executive Order (EO) 12333 that would address a significant organizational management or oversight problem or issue facing IC leadership.

Identify one significant organizational management or oversight problem or issue facing IC leadership worthy of your senator’s attention.  The Senator is interested in an enduring but “fixable” problem related to intelligence management and oversight and the specific wording to be revised in the EO that would contribute to such a “fix.” Discuss the most important arguments in favor or opposition to the revision, the potential unintended consequences, and the pros and cons of suggesting to the president an Executive order instead of a lower level directive (e.g. an ICD) or perhaps new legislation to address the problem you identified.  Remember to identify your Senator.
